In the Cook Islands, the best places to stay tend to be small, locally run properties, which is part of the appeal. You'll find beachfront bungalows, tropical gardens and simple villas tucked behind the palms lining the lagoons, with very little in the way of sprawling resort development.
There are only a handful of genuinely good places to stay, eat and explore, but the lack of crowds and overdevelopment is a luxury that's getting harder to find. The appeal? A taste of how island life used to be. Before every Instagram-worthy view came with a co-working space and a queue for the perfect shot.
The Cook Island’s delivers life’s simple pleasures in perfect form. Waking up beside an unspoilt lagoon without having to fork out $5,000 a night. Palm-lined roads dotted with fresh fruit stalls and honesty boxes. Fresh sashimi from a local fisherman, a cold beer on the beach after a long day in the water, and the increasingly rare luxury of having absolutely nowhere to be, and nothing to do.
Rarotonga is the livelier of Cook Island’s two main tourist islands, with a few more restaurants, markets, activities and places to stay. Aitutaki is smaller and slower, with lagoon views so ridiculous they look like someone found a VHS copy of The Blue Lagoon and turned the saturation up.
If you want to explore, eat out and have a little more going on, choose Rarotonga. If your idea of a perfect holiday involves a sunny day snorkelling in paradise, and a few sunset margaritas, head to Aitutaki. If you can manage both, even better.
If your dates are flexible, we recommend you use that to your advantage. New Zealand school holidays, Christmas and New Year can send prices soaring, while April, May and October can offer a better balance of weather, rates and fewer people. On islands with a limited number of good restaurants, activities and places to stay, avoiding the busiest periods can make a real difference. The weather is relatively consistent year-round, too, so you have more flexibility than you might think.

Pacific Resort Aitutaki
Set between tropical forest and the edge of Aitutaki Lagoon, Pacific Resort Aitutaki is the island's standout high-end stay. Sun loungers line the white-sand beach, palms sway over the crystal-clear tides and manicured tropical gardens lead guests from the restaurant, past the beachfront pool, down towards one of the most spectacular lagoons in the South Pacific.
Pacific Resort has a collection of beachfront bungalows, suites and villas that tastefully incorporate traditional Pacific design elements with natural locally-sourced materials. It's romantic, beautifully set and, in our opinion, comfortably the best resort on Aitutaki.
Rapae Bay Restaurant is one of the island's best places to eat, serving fresh local produce with a little more finesse than you might expect on an island this small. We loved the fresh catch with creamed rukau, a local favourite worth ordering if it's on the menu.
Aitutaki's dining and bar scene is limited, and finding a decent cocktail can be more of a mission than you'd expect. Here, you can have one delivered poolside and get back to the important business of perfecting your tan.
Our verdict: The best high-end stay in the Cook Islands, and the one we'd book for a special occasion when we really want to completely unwind.

Aitutaki Escape
Aitutaki Escape has had a recent makeover, with its beachfront villas refurbished in May 2026 and a fresh direction that puts it firmly in the running for one of Aitutaki's best high-end stays. The appeal remains the same: a small collection of private villas on the lagoon's edge, each with its own pool, full kitchen and space to settle into island life.
The refreshed interiors bring a more contemporary feel, with marble bathrooms, four-poster king beds and generous indoor-outdoor living areas. Step outside and you're straight onto the sand, with the lagoon stretching out in front and west-facing decks made for sunset drinks. It's a particularly good setup for couples wanting privacy, or friends travelling together who like the idea of sharing a beachfront villa without giving up their own space.
There's more to the experience now, too. Daily breakfast can be delivered to your villa, airport transfers are included, and concierge and butler services take care of the practical details. You can arrange a private massage without leaving your villa, or book a dinner under the stars for something a little more special. Rumours Bistro & Bar adds another dining option on an island where good restaurants can be few and far between.
The full kitchens are still worth having, even with those extras. Stock up on a few essentials for easy lunches between swims, then save your appetite for dinner. When you feel like exploring, head towards Maunga Pu for a morning walk and views across the island and lagoon.
Worth knowing: Aitutaki Escape is an adults-focused property welcoming guests aged 14 and over. The resort has also been expanding its villa offering, so check which accommodation category you're booking and whether any works could affect your dates.
Our verdict: A much stronger luxury contender following the renovations. If you want privacy, contemporary comforts and your own slice of beachfront Aitutaki, this deserves a place on the shortlist alongside Pacific Resort Aitutaki.
Best Resort In The Cook Islands A Small Group Stay

Aitutaki Lagoon Private Island Resort - Adults Only
Aitutaki Lagoon Private Island Resort is home to the Cook Islands' only overwater bungalows, making it an obvious contender for anyone dreaming of waking up above that ridiculous turquoise lagoon. It's an adults-only property, with a laid-back atmosphere and a location that puts the water firmly centre stage.
The setting is spectacular, particularly if you've been eyeing off the overwater villas of Bora Bora but don't fancy the accompanying price tag or red eye flights. Just keep your expectations in check. The scenery is the real luxury at this resort, the rooms and service don't quite deliver the same five-star experience as Pacific Resort Aitutaki.
We loved getting out on bikes and exploring the island, winding through the trees and stopping every few minutes to take in another view of the lagoon. It's a lovely way to spend a morning, and a reminder that Aitutaki is best enjoyed with very little on the schedule.
The lagoon is also a world-class kitesurfing spot, and the resort's position makes for excellent spectating. If you'd like to give it a go yourself, lessons can be arranged.
There's a cultural side to your stay too, with activities that introduce guests to local traditions, including tivaevae, the intricate art of patchwork quilting, and making an ei katu, a traditional flower crown. If you're visiting for a honeymoon or wedding, let the team know ahead of time so they can help mark the occasion.
Our verdict: The lagoon is the main event, and it's spectacular. Consider it for the overwater experience or the kitesurfing.

Little Polynesian Resort
Little Polynesian is one of Rarotonga's best boutique stays, tucked into tropical gardens on one of the island's loveliest beaches. This adults-only resort is built around traditional Cook Islands architecture, with just a handful of beachfront bungalows and garden units, giving it a personal, intimate feel that's increasingly hard to find.
The beachfront ares sit among the shady palms and tropical foliage, with thoughtfully designed rooms that make the most of the setting. It's an ideal choice for couples who want a calm, quiet atmosphere, warm service and somewhere to properly switch off. During our stay, the team were some of the best we encountered on Rarotonga, adding to the feeling that you're being looked after without any fuss.
The restaurant is another reason to stay. It's regularly counted among the island's best, and you'll find more restaurants and bars a short distance away if you fancy exploring. The included breakfast is a tropical affair, with unique locally grown produce like starfruit, breadfruit, and pawpaw.
The resort also hosts traditional dance performances, offering a glimpse into Cook Islands culture without having to venture far.
For a morning in the water, The Fruits of Rarotonga snorkelling spot (some of the island’s best snorkelling) is a short bike ride away.
Our verdict: One of our favourite romantic stays on Rarotonga, with the kind of service and atmosphere that make a boutique property worth booking.
Best Resort In Rarotonga For Barefoot Luxury

Te Vakaroa Villas
Set on the white sands of Muri Beach, Te Vakaroa Villas is one of Rarotonga's standout stays for travellers who prefer a private villa to a traditional resort. There are just six villas, all with direct beachfront access and views across the lagoon, in a gated tropical garden setting that feels completely removed from the outside world.
The architecture is a big part of the appeal. Designed by New Zealand architect Lawrence Sumich, the villas blend contemporary interiors with traditional Polynesian influences, local artwork and tropical gardens. The property has picked up a World Luxury Hotel Award for its architecture and design, and the attention to detail gives it a more considered feel than many of the island's smaller accommodation options.
Each villa has a fully equipped kitchen, air conditioning, generous living space and a private patio overlooking the lagoon and the resort's heated infinity pool. There's also a jacuzzi for sunset soaks, with a cocktail in hand being the obvious next step. Breakfast is delivered to your villa each morning, so there's no need to get dressed and find a café before your first swim.
When you do feel like venturing out, Muri's restaurants are an easy stroll along the beach. Sails Restaurant sits next door, and the lagoon is right there for snorkelling, swimming and kayaking, with equipment available to guests at no extra charge.
We particularly like the two-bedroom villas for older families travelling together. With two ensuite bedrooms, separate living areas and plenty of space to spread out, everyone gets room to themselves while still having a shared base for beach days and sunset drinks.
Our verdict: One of the strongest villa options on Rarotonga. Book it for the Muri Beach location, the thoughtful design and the freedom to make yourself at home, with restaurants and lagoon activities just beyond the gate.

Part of the Pacific Resort Group, alongside Pacific Resort Aitutaki and Little Polynesian, Te Manava Luxury Villas & Spa is a strong choice for couples wanting their own private slice of Rarotonga. Set near Muri Beach, it combines self-contained villa living with one of the island's standout day spas, making it particularly appealing if your ideal holiday involves a few long swims followed by an afternoon of being thoroughly looked after.
Each villa has its own private pool and fully equipped kitchen, giving you the freedom to spend the day at home or head out whenever the mood strikes. Accommodation ranges from one-bedroom garden suites to a three-bedroom presidential beachfront villa, so there's plenty of flexibility depending on whether you're planning a romantic escape or travelling with family or friends.
The location is another drawcard. Muri's lagoon, cafés, night markets and local tour operators are all close by, making Te Manava a convenient base if you're fitting Rarotonga into a shorter Cook Islands itinerary. You can spend the morning exploring, pick up something fresh for lunch and retreat to your own pool for the afternoon.
The spa is the property's calling card. If you're planning a couples' trip, we'd leave room in the itinerary for a treatment or two. It's a good reminder that island time doesn't need much scheduling beyond deciding when to swim, eat and book a massage.
Worth knowing: Te Manava is villa living, not a conventional full-service beachfront resort. The kitchen is useful for easy breakfasts and lunches, while Muri's restaurants and night market give you plenty of options when you feel like eating out.
Our verdict: A solid option for couples who want privacy, a spa on the itinerary and the convenience of staying close to Muri's restaurants and activities.
Best Resort In The Cook Islands For a Romantic Couples Vacation

Manuia Beach Resort
On Rarotonga's sunset coast, Manuia Beach Resort is a relaxed, adults-only stay that proves you don't need to spend a fortune to get a good patch of sand. Thatched-roof accommodation sits among tropical gardens just behind the beach, with an infinity pool overlooking the water and a laid-back restaurant where sandy feet are very much part of the dress code.
We stayed here and found it comfortable, friendly and particularly good value. The rooms are generous, the bathrooms are clean and modern, and the pool area is the perfect place to spend an afternoon between swims. It's not the island's grand luxury resort, but it gets the important details right, and the beachfront setting does plenty of the heavy lifting.
The on-site restaurant is another big plus. Rarotonga has some excellent local food, but finding a good restaurant close to your accommodation can take a little planning. At Manuia, you can settle in for dinner or a drink without having to organise transport, then head back to your room with the sound of the ocean in the background.
You're also within walking distance of Shipwreck Hut, a much-loved stop for a sundowner on the western coast. Come late afternoon, order a cold beer and watch the sun drop towards the horizon. It's a very good reminder of why you came to the Cook Islands in the first place.
Our verdict: One of our favourite value picks on Rarotonga. If you'd rather spend your budget on exploring the island, eating well and enjoying the beach than on an expensive hotel room, Manuia makes a very good case for itself.
Best Resort In The Cook Islands For an Affordable Beachfront Stay

Tucked into the tropical interior of Rarotonga, Ikurangi Eco Retreat offers safari-style glamping and eco-luxe cabins surrounded by lush greenery, with the island's dramatic mountain peaks as a backdrop.
Mornings start with organic breakfast delivered to your deck, followed by a day that can go in pretty much any direction. Take a dip in the pool, settle in with a book or head out to explore the island before returning to your own leafy corner of Rarotonga.
The accommodation brings you closer to the landscape, with open-air showers, tropical gardens and a more nature-focused approach to island living. Guests have a yoga mat in their accommodation, and weekly group yoga classes offer an easy way to get moving without having to organise a thing
Ikurangi also hosts wellness retreats, making it a particularly good fit if you're looking to build a little more into your stay than beach days and cocktails. Depending on the retreat, the focus is on making space to slow down, reconnect and enjoy the natural surroundings. It's a different proposition to the island's beachfront resorts, and a good reason to consider staying inland.
Of course, there's a trade-off. You won't step straight from your room onto the sand, and you'll need to think about transport and where to eat. But if you're happy to explore during the day and return to a greener setting, Ikurangi offers a refreshing alternative to the usual island stay.
Our verdict: A memorable alternative for travellers who prefer tropical greenery to a beachfront pool scene, particularly if wellness is part of the holiday plan.
